You are mistaken. If you watch the olympics (NBC), you will see that Beijing pollution is so bad that they almost canceled the marathon run (for the fear of runners safety). And that is with the factories shut down and 1/2 cars grounded few weeks BEFORE and during the games.
If they have electric cars, it is more more than what we have here – a very small number.

Ha…… Most of China is still using leg power on bicycles. In fact when I was there they were riding bikes that most people in the world would consider too ugly, old, rusted out to even ride. But they got them from A to B just fine.
There are almost as many mopeds, and small motor cycles as bikes. Cars are rarer and they are gas or diesel. There is a huge electricity shortage there and most factories have their own diesel generators for when the “brown outs” hit and they have to keep making the plastic junk we crave here in the states.
I saw no electric cars there when I was there. Pollution is rampant and in the big cities it’s worse than LA ever was.
If a car, gas, diesel, or otherwise is the least bit driveable then it’s on the road.
China is trying to curb their pollution problems so they may be one of the first countries to go heavy electric or hybrid but not at this time.
