If all cars were electric, would the CO2 released by power plants be less than from all gas powered cars?

Is it true that hybrid cars actually cause more damage to the environment in their life cycle than normal cars

I thought I heard that the manufacturing of the hybrid system including it’s batteries does more damage in the long run than a regular car. The batteries also go through a long manufacturing process as they must be shipped to various places around the world.
