I've heard that California is going to change the tax to tax people on how much they drive because they don't make enough from hybrids. The owners still pay gasoline taxes just as any other driver. The lower weight and drag of these vehicles would cause less road and highway maintenance that would more than make up for the difference in not paying gasoline tax on the gas they save.
